Sustainable Health: Towards Prevention

Sustainable health, with a focus on prevention, is a vital concept in our rapidly changing world. It recognizes that a healthy population is not just a result of advanced medical treatments but a product of comprehensive strategies that prioritize well-being from the ground up.

Prevention is the cornerstone of sustainable health. It’s about tackling health issues at their roots rather than simply addressing symptoms. It’s about vaccination campaigns to prevent infectious diseases, education to promote mental health, and policies that mitigate environmental risks.

Improving the Health Workforce for a better Health System

The new frontiers on Laboratory Medicine

The future of laboratory medicine has already begun and is based on significant technological advances that allow us to overcome new frontiers in the field of diagnosis. Genomics is the main support of the new medical paradigm known as Precision Medicine or Personalized Medicine, in which the definition of the molecular diagnosis of each patient determines the specific and individualized therapy for each and every one that is needed. Oncogenomics, a fundamental discipline for the diagnosis and treatment of hereditary or acquired oncological diseases, is one of the areas that most benefits and will benefit from this laboratory advance.

Likewise, proteomics has opened new frontiers in the laboratory diagnosis of Alzheimer’s Disease (AD) in peripheral blood, at a very early stage, confirming the slightest clinical suspicions, even when another type of exams reveal nothing or are too invasive. Considering the possibility of the effectiveness of new drugs, already existing or under development, acting in the very early stages of this form of dementia, preventing its evolution, it is urgent the use of new tests that allows, in peripheral blood, measuring of certain proteins, with very high sensitivity and specificity doing precociously the AD diagnosis allowing, to act effectively on this disease, surpassing a new frontier not only in laboratory medicine but, more specifically, in neurology.

This parallel session discusses the importance of citizen engagement, empowerment, and participation in achieving a better healthcare system. In this session, we will discuss the role of universal health coverage and providing access to quality healthcare services for all citizens. In this context, we will discuss healthcare as a public good and the importance of citizens’ rights and responsibilities. We also discuss the importance of citizen engagement in advocating for policy changes, better healthcare services, and accountability from healthcare providers and policymakers. In this parallel session, we will explore the concept of health literacy and how it empowers citizens to make informed decisions about their health. Discuss initiatives that promote health literacy among the general population. Acknowledge the challenges and barriers to citizen engagement and participation in healthcare. These include socioeconomic disparities, lack of information, or bureaucratic obstacles. Discuss the importance of supportive policy and legal frameworks encouraging citizen participation in healthcare decisions. Share examples of countries or regions with effective policies in this regard. Talk about the role of citizens in promoting healthy lifestyles and preventive healthcare measures. Encourage discussions on diet, exercise, and mental health. Encourage forum members to share their experiences, ideas, and thoughts; creating a space where diverse perspectives can appear, and constructive solutions can be built is essential. Health Tourism, Wellbeing & Quality of Life

Opportunities and goals for health & tourism.

There’s an unquestionable link between Health and Tourism. Historically, the early motivations for travel were closely related to ideas of wellbeing and health and mainly to destinations that focused on offering known health benefits. (Thermal Spas are a good exemple).

In the XXI century, the role of tourism in improving health indicators must be recognized in the Future Health Agenda, for a better Health and the best quality of life!

Innovation, Environment and Sustainability

Climate change is the order of the day. There are those who deny or devalue them and there are those who have an apocalyptic perspective of their effects.

In terms of health, the WHO estimates that between 2030 and 2050 climate change could be responsible for approximately 250,000 deaths annually.

In this session the debate will focus on the need to adopt — individually and collectively — behaviors and solutions that promote environmental sustainability through more effective management of natural resources, production processes and consumption habits.

In a global context, digital health can help bridge gaps in healthcare access and resources, particularly in underserved or remote areas. Nevertheless, answers are still needed. Are digital health and personalized care a reality for everyone or do they exacerbate inequalities? Do they  add value to health institutions’ management? What is the role of pharmacogenetics and pharmacogenomics? And what are the main ethical issues raised?

Data Science and Interoperability

Data Science and interoperability cover the heart of healthcare technology development. It is the road that paves the way to innovation. Healthcare organizations’ data may help improve diagnosis, new treatments, patient care, and general services. We will discuss where we stand today and how we can speed up technology adoption supported by data science and interoperability.

Health Management Innovation

In the understanding that innovation is nothing more than decisions and initiatives to improve effectiveness, efficiency, quality, safety, equity in accessibility and sustainability, with measurable impacts on management and its results, we chose to gather a set of of experts with diverse and successful experiences in various parts of the world.

Considering that innovation must be above all an idea, a product, a service or a path, we will approach it as a management culture, transversal to all activity and integrated into a strategic vision.

In a changing world and in an extremely dynamic sector, practical examples are an added value for the manager who needs to invest in his human capital on a daily basis, retaining and attracting the best, in the quality of the care provision, in the excellence of research and on the competitiveness of available technology, aiming to have answers in advance and sustainable results.

Homecare: New Challenges & Opportunities

Municipalities, Health and Proximity Forum

Health increasingly asserts itself as a global ecosystem to which the multifactorial set of sectoral policies converges and contributes. The old WHO expression – Health in all Policies clearly expresses the strategic direction that must be pursued by health systems in different countries. The ongoing demographic and epidemiological transition reinforces the importance of policy integration. Thinking globally and acting locally constitutes the structuring axis of the development of social policies and, in particular, of health policies.

The transformation of health systems in search of new answers, more adequate and adjusted to people’s needs, requires valuing proximity and, consequently, strengthening local policies. The progressive involvement of local authorities in the health ecosystem will contribute decisively to the integration and qualification of responses. This Parallel Session of the Global Health Forum aims at an open, free debate that creates ideas for the future for this new challenge that arises in terms of local and proximity policies.

Healthcare, Globalization and Sustainability

Globalization, health care, and sustainability are interconnected and require careful consideration to ensure the well-being of individuals and the planet.

Cooperation, equitable access to health care, and sustainable practices are essential for addressing  the health challenges in an increasingly interconnected world.

We need to promote  circular economy in One Health, to achieve a better health for humans, animals, plants and the planet.

Session 18 will address  this issues, looking at risks, benefits and drawbacks.

Health Professionals Forum

Portugal in 2048: between incapacity and proactivity – the role of health professionals in the paradigm shift

Aging is more than just the passing of time in an individual and a society, but above all it is a socio-economic challenge that has profound implications for existing and future resources.

This discussion table will be integrated by several health professionals who, due to their experience and different views, can help define how we can achieve, instead of an aging in disability and with a few years of quality life, we can propose an aging with high potential.

Health and Longevity

Experts from different sectors will discuss how to promote healthy longevity. The debate will focus on new approaches that can shape the future of a healthier and more resilient population, such as home care, disease prevention, habitat after 60 years and even naturals spas as an intergenerational health resource.

Home Care - New Challenges and Opportunities

Taking healthcare at home improves the customer experience in terms of personal comfort, but also in terms of safety and clinical quality, namely by reducing avoidable adverse events.

Home hospitalization on the scale of the Portuguese SNS is proving to be an essential response to reducing the average hospital delay, allowing the release of means and resources that drive the improvement of access and response times.

Home care constitutes a substantial market opportunity for different operators in the public, private and social sectors, and an excellent initiative for creating greater value for all stakeholders in the sector.

Patient Power

This session aims to highlight the importance of a citizen-centric system by demonstrating the impact of innovative patient association initiatives that result in improvements in quality of life, care, research and decision-making processes, thus adding value to the system.

Mental Health & Artificial Intelligence

Artificial intelligence is increasingly present in the field of health, in terms of procedures, treatments and research and development. The area of mental health is no exception. 

The panel aims to reflect and promote debate on the opportunities and challenges of using artificial intelligence to promote mental health and well-being, with a special focus on promoting healthier work environments, stress management and burnout prevention.

CEO Forum

This parallel session aims to improve collaboration among stakeholders in the healthcare system, including government agencies, healthcare providers, industry, and citizens, which is crucial for enhancing access and the quality of care. Our main goal is establishing communication channels among all stakeholders to facilitate information sharing and collaboration. In this session, we pursue a shared vision and mission statement outlining common healthcare system goals. These goals should prioritize accessibility, affordability, and quality of care for all citizens. Align government policies, regulations, and incentives with the overarching goal of improving healthcare access and quality. Encourage policies that promote innovation and efficiency. This Forum will discuss the importance of interoperability and data sharing among healthcare providers, payers, and industry partners, enabling a more comprehensive understanding of patient needs and healthcare outcomes. The debate should also be centered on adopting healthcare technologies, such as electronic health records, and telemedicine, to improve care coordination and accessibility. We will also discuss the importance of implementing performance-based incentives for healthcare providers and organizations to promote high-quality care and better patient outcomes. This parallel session aims to encourage partnership efforts that focus on healthcare innovation and improvement, as improving collaboration among stakeholders in the healthcare system is an ongoing process that requires commitment, flexibility, and a patient-centered approach. By working together and implementing these strategies, it is possible to make significant progress in improving access and the quality of care for all citizens.

Nutrition is crucial in life expectancy, but also in years of healthy life. The advancement of science takes us into a new era of nutrition with decisive contributions to the sustainability of the health system and the food system. What are we waiting for to act?

A New Generation of Hospitals

The structure of hospitals, their services, the complexity of the patients they treat and their performance depend to a large extent on the available resources and the degree of proximity or coordination between all. It is important to reflect on the results that hospitals present: for citizens and patients, for funders, for professionals and for the governance of these institutions. As well as about the new challenges they face.

The Future of Transplantation

Transplantation is an area of medicine that has seen significant advancements in recent years, and the future of this field looks promising. With ongoing research and development, it is expected that more organs and tissues will become available for transplantation, and the success rates of these procedures will continue to improve. Additionally, advancements in technology and techniques are likely to make transplantation procedures less invasive and more efficient, reducing recovery times for patients. Overall, the future of transplantation holds great promise for those in need of life-saving procedures.

Health Implementation Science

Implementation science is essential to bridge the gap between scientific evidence and policies, programs and interventions in real contexts. How to develop strategies to improve and expand existing interventions and accelerate the adoption of new scientifically proven practices? This session includes the intervention of experts and the discussion of practical cases, in order to explore strategies to identify barriers and facilitators to the implementation process.

Architecture, Health and Wellness

As stated by the United Nations, it is obvious that our future is urban and, accordingly, for the World Health Organization that health should be prioritized in urban and territorial planning, in order to incorporate it into decision-making and thus favouring “age-friendly cities”. For the next generation of elders who wish to keep participating actively in society, shared and social spaces are crucial for both physical and mental health. Sharing and generational diversity are essential components for wellbeing, underscoring the psychosocial advantages of the community dimension. With a wide variety of collective, self-organized and participatory forms of housing, the concept of collaborative housing encompasses many forms of self-organized housing projects, created with a collective effort, in which residents have access to generous shared spaces with a variety of uses as compensation for a minimal amount of private space. The new Basic Housing Law in Portugal already provides for collaborative housing as a form of access to permanent housing, which will certainly arouse great interest to all those concerned with Architecture, Health and Wellness.

Her Credit is due to the creation of this political project aimed at the governance of Longevity and universal protection in aging, a pioneer in the European framework and in the outermost context of the Autonomous Region of Madeira. As Regional Director for Integrated Policies and Longevity, she vehemently voiced the Decade of Healthy Aging 2021-2030’s themes and programmed actions related to combating ageism by promoting age and longevity-friendly environments. Furthermore, she has prioritized the implementation, expansion, development, and improvement of long-term care, framing it in the European Union’s triple goal of ensuring universal coverage of long-term care, which focuses on the elderly, ensuring their financial sustainability.
Since 2019, she also assumes the position of Technical Coordination of the Continuing Care Network of the Autonomous Region of Madeira. At this level she became devoted to designing a cohesive investment as part of the Recovery and Resilience Plan 2021-2026, which is the national response to minimize the impact of the Covid-19 pandemic. This investment aime to create 1080 integrated responses/continued care places at Autonomous Region of Madeira, including in Mental Health, particularly in dementia symptoms, and others disease associated d with aging
With over 37 years of professional experience, with a versatile performance in many areas of intervention in Health, Social Action, and Public Finance. She is proficient in strategic planning, definition, and implementation of Social-Public policies, and she has a wide experience in Health Administration, particularly in Health Communication, Epidemiology and Risk Communication. She has also experience in Planning and Organizational Development of Health Information Systems and in conducting Integrated Governance Projects within the Gerontological Plan of the Autonomous Region of Madeira 2009-2013, and in the Regional Plan for Active Aging 2016-2019.

Founder and Honorary President of Fundacion Metropoli Universidad Complutense de Madrid

Alfonso Vegara has a PhD in City and Regional Planning and degrees in Architecture, Economics, and Sociology. He was President of ISOCARP, the International Society of City and Regional Planners, which has members in over 70 countries. He is a Fellow and Trustee of the Eisenhower Fellowships, and since 2005, he is Honorary Consul General of Singapore in Madrid.

Alfonso Vegara has been lecturing Urbanism at the Escuela Técnica Superior de Arquitectura de Madrid, Universidad de Navarra, and Universidad CEU San Pablo. He was also a visiting scholar at the School of Design of the University of Pennsylvania and Advisor of ETH Zurich Polytechnic.

His ideas and projects have been disseminated through more than 30 books and International Conferences in Europe, The United States, Latin America, Asia, Australia, and Africa. His projects have been awarded prizes by The United Nations, The European Union, The European Council of Spatial Planners, Architects´ Associations, Entrepreneurial Associations, Cities, and National Governments. Among these awards is the “Rey Jaime I “prize, given by the King of Spain to recognize Alfonso Vegara’s contribution to the fields of Urbanism and Sustainability. He has also been awarded in three occasions with the prestigious “European Award of Planning” for his work in Euskal Hiria, The Basque city region and the design of the eco-city of Sarriguren in Navarra. He’s member of the Jury of the “Lee Kuan Yew World City Prize” and current President of the jury at the “European Regional and Urban Planning Awards”. He’s been advisor for more than 15 years to the Government of Singapore, as well as of various cities around the world, including: Yokohama, Mexico DF, Bilbao, Buenos Aires, Kuala Lumpur, Sao Paulo, Casablanca, Moscow and Medellin.

Alfonso Vegara is the Founder and Honorary President of Fundacion Metropoli, an international center of excellence dedicated to research, design, and innovation in cities around the world. Fundacion Metropoli has an alliance with Microsoft in order to work in different cities of the world at the intersection between Territory and Technology. In 2016 he ended the direction of the project “Caribe & Santanderes Diamond in Colombia” which has been awarded by the Smart City Expo World Congress in Barcelona as the “Innovative Idea Award of 2015”.

The focus of Alfonso Vegara’s work is to promote strategic values of cities and their future opportunities in a complex and interrelated world. His ideas and projects are presented in the books he has written: “Territorios Inteligentes” and the recently “Supercities. The Intelligence of Territory”; this last publication received the Gerd Albers Award for best book of 2016 by ISOCARP.

As novas fronteiras da Medicina Laboratorial

O futuro da medicina laboratorial já começou e assenta em significativos avanços tecnológicos que nos permitem ultrapassar novas fronteiras no domínio do diagnóstico. A genómica é o principal suporte do novo paradigma médico conhecido como Medicina de Precisão ou Medicina Personalizada, em que a definição do diagnóstico molecular de cada doente determina a terapêutica específica e individualizada para cada um. A oncogenómica, disciplina fundamental para o diagnóstico e tratamento de doenças oncológicas hereditárias ou adquiridas, é uma das áreas que mais beneficia e beneficiará deste avanço laboratorial.

Da mesma forma, a proteómica abriu novas fronteiras no diagnóstico laboratorial da Doença de Alzheimer (DA) no sangue periférico, numa fase muito precoce, confirmando as mais ligeiras suspeitas clínicas, mesmo quando outro tipo de exames nada revela ou é demasiado invasivo. Considerando a possibilidade da eficácia de novos medicamentos, já existentes ou em desenvolvimento, actuarem nas fases muito iniciais desta forma de demência, impedindo a sua evolução, urge a utilização de novos testes que permitam, no sangue periférico, medir determinadas proteínas, com altíssima sensibilidade e especificidade fazendo precocemente o diagnóstico da DA permitindo atuar eficazmente nesta doença, ultrapassando uma nova fronteira não só na medicina laboratorial mas, mais especificamente, na neurologia.

Foi ainda membro do Conselho Geral da Universidade de Lisboa. Ricardo Valente

City Councilor for Economy, Employment and Entrepreneurship and City Councilor for Finance, Economic Activities and Inspectorate.

Ricardo Valente is City Councilor for Economy, Employment and Entrepreneurship and City Councilor for Finance, Economic Activities and Inspectorate. He is Board Member of Porto Vivo – Porto Urban Rehabilitation Society.

Mr. Valente is also a professor at the School of Economics and Management of the University of Porto and at PBS – Porto Business School.

Ricardo Valente was City Councilor for Economy, Tourism and Commerce and City Councilor for European Funds (2017 – 2021), City Councilor for Economic and Social Development (2016 – 2017), and Non-executive City Councilor (2013 – 2016). He was also the President of Porto Convention & Visitors Bureau (2018 – 2020), President of the Board of GO Porto – Municipal Management and Works Company (2016 – 2017), and Member of the National Bidding Commission for the Relocation of the European Medicines agency (2017).

From 1992 to 2016, Mr. Valente worked in risk management consulting, capital markets (as director and board member of brokerage firms), asset management (as CEO of one of the largest independent asset management firms in Portugal), investment banking (as member of the board of a bank), and was also an investment consultant.

Mr. Valente has a Master’s degree in finance and a MBA in finance from the Catholic University of Lisbon, and a degree in Economics from the University of Porto.

Mr. Valente is the author of several books on risk management.

Gisela Lameira

Architect and researcher at the Centre for Studies in Architecture and Urbanism of the Faculty of Architecture of the University of Porto

Gisela Lameira (Viseu, 1978) is an architect and a contract researcher at the Centre for Studies in Architecture and Urbanism of the Faculty of Architecture of the University of Porto (FAUP–CEAU, Portugal), and holds a PhD in architecture from FAUP (2017). Her research interests include the study of architecture and urban theory and history, specifically the genesis and transformation of multifamily housing. She worked as a research fellow on the FCT project “Mapping Public Housing: A Critical Review of the State‐Subsidised Residential Architecture in Portugal (1910–1974),” hosted by FAUP/ CEAU [P2020-PTDC/CPC-HAT/1688/2014], and is currently undertaking research for the research projects “Ageing in Place/Architecture4Ageing”and “Housing Think Tank: knowledge integration on multi-family residential buildings” (HoTT),” at FAUP. Architecture, Health and Wellness

As stated by the United Nations, it is obvious that our future is urban and, accordingly, for the World Health Organization that health should be prioritized in urban and territorial planning, in order to incorporate it into decision-making and thus favouring “age-friendly cities”. For the next generation of elders who wish to keep participating actively in society, shared and social spaces are crucial for both physical and mental health. Sharing and generational diversity are essential components for wellbeing, underscoring the psychosocial advantages of the community dimension. With a wide variety of collective, self-organized and participatory forms of housing, the concept of collaborative housing encompasses many forms of self-organized housing projects, created with a collective effort, in which residents have access to generous shared spaces with a variety of uses as compensation for a minimal amount of private space. The new Basic Housing Law in Portugal already provides for collaborative housing as a form of access to permanent housing, which will certainly arouse great interest to all those concerned with Architecture, Health and Wellness.

Diretor do Gabinete de Atenas da OMS para a Segurança e Qualidade dos Cuidados de Saúde & Conselheiro Especial do Diretor Regional da OMS

Dr. João Breda é Diretor do Gabinete de Atenas da OMS para a Segurança e Qualidade dos Cuidados de Saúde e Conselheiro Especial do Diretor Regional da OMS para a criação de Gabinetes Sub-Regionais.

Antes de se mudar para a Grécia, João Breda assumiu cargos de liderança da OMS em Copenhaga (Dinamarca) durante sete anos e em Moscovo (Federação Russa) durante quatro anos. O recém-criado Centro de Excelência de Atenas tem como objetivo melhorar a segurança e qualidade dos cuidados de saúde dos doentes a nível nacional, visando reduzir desigualdades ao promover a liderança e inovação na saúde.


Até 2021, dirigiu o Gabinete Europeu da OMS para a Prevenção e Controlo das Doenças Não Transmissíveis (DNT), parte integrante do Gabinete Regional da OMS para a Europa. Lançado em 2014, este Gabinete é um marco importante no compromisso de combater as DNT na Região Europeia da OMS. Liderado pelo Dr. Breda, o Gabinete das DNT prestou apoio a 53 Estados-Membros da Região Europeia da OMS, com abordagens específicas a nível da população, com o objetivo de assegurar uma redução do risco de DNT e a descida global da mortalidade prematura. Em 2019, a equipa que liderava recebeu o Prémio de Excelência atribuído por Dr. Tedros Adhanom Ghebreyesus, Diretor-Geral da OMS, que reconhece o contributo excecional para a Organização, com ganhos e conquistas tangíveis.


João Breda tem um doutoramento em Ciências do Consumo Alimentar e Nutrição pela Universidade do Porto, um master em Gestão pela EU Business School de Barcelona, um master em Saúde Pública e uma licenciatura em Ciências da Nutrição.

Head of the WHO Athens Quality of Care and Patient Safety Office & SPECIAL ADVISER for the WHO Regional Director

Dr João Breda is the Head of the new Athens Quality of Care Office and Special Adviser of WHO Regional Director for the establishment of Sub-Regional Offices. Before moving to Greece João has been posted in WHO Senior Positions in Copenhagen (Denmark) for seven years and Moscow (Russian Federation) for four years. The newly established Athens Centre of Excellence aims to improve quality of care and patient safety at country level and focusing on reducing inequalities while promoting health innovation and leadership.
Until 2021 he Headed the WHO European Office for the Prevention and Control of Noncommunicable Diseases (NCD Office), which is an integral part of the WHO Regional Office for Europe. Launched in 2014, the NCD Office marked an important milestone in the commitment made to combatting NCDs in the WHO European Region. Led by Dr Breda, the NCD Office provided support to 53 Member States in the WHO European Region based on population-level, targeted approaches to ensure a reduction in NCD risk, an overall decline in premature mortality. In 2019, the team he was leading was given an Award of Excellence announced by Dr Tedros Adhanom Ghebreyesus, WHO Director-General, which acknowledges the exceptional contribution to the Organization, tangible gains, and achievements.
Dr João Breda is a PhD in Food Consumption & Nutritional Sciences by Porto University, a Master of Business Administration by the EU Business School in Barcelona, a Master’s in Public Health and initially graduated in Nutritional Sciences.
